The bare minimum. Looks nice from more than a meter away. So as not to lose the 10 points awarded for painting in Warhammer 40k.
Three basic colors. No shading or highlighting. No special effects. The base is painted a solid color. Minimum of 10 identical models.
Tabletop +
A nice job seen at 30 centimeters.
5-10 base colors, shadows, highlights, basic finishing, and simple decor.
All means are good to achieve better results efficiently and economically. Airbrush, drybrush, oil washes, decals, technical paints, textures.
Showcase
Care and precision. Pieces painted at this level will earn a place of honor on your most prominent shelf.
